Rock Island is a growing City with a beautiful riverfront, a vibrant downtown, and livable neighborhoods. Located in the southwest “corner” of the Quad Cities area in western Illinois on the Mississippi River, 165 miles west of Chicago and midway between Minneapolis and St. Louis, Rock Island is a proud community that respects diversity and history.

The City of Rock Island maintains 12 departments to effectively serve the community; Inspection Division, Finance, Fire, Economic Development, Information Technology Services, Library, Martin Luther King, Jr. Community Center, Parks & Recreation, Personnel, Planning & Redevelopment, Police, and Public Works.

The Inspection Division is responsible for administering programs, projects and activities which enhance Rock Island as a place to live and work. The primary goal and objective of this division is to ensure that structures are safe for occupancy and use and fostering new residential, commercial and industrial growth.

The Finance Division provides customer service, accurate billing, and timely collection services to the citizens of Moline and provides financial services to City departments. This department maintains the financial systems, records and functions of the City in accordance with applicable laws and procedures.

The Fire Department, through a dedicated and professional workforce, protects the life, property and environment from injury and damage due to fire, disaster and other emergencies.

The Economic Development Division is responsible for administering programs, projects and activities which enhance Rock Island as a place to live and work. The primary goal/objective of this division is to formulate and implement programs to increase job opportunities for residents, expand the city’s tax base and increase the level of economic activity with particular emphasis on retail activity.

The Information Technology Services Department empowers workers with quality desktop information on demand by delivering cost effective innovative information technology solutions that provide citizens, the business community and City staff with convenient access to appropriate information and services.

The Public Library serves Rock Island from three locations with one of the widest selection of free materials and a variety of special programs for adults and families, including story hours, public discussions, independent movies, displays by local artists and other resources to entertain and enrich lives.

The Martin Luther King, Jr. Community Center, thanks to the generous support of various community funding sources, provides opportunities within the community for a diverse population through a variety of programs and services.

The Parks & Recreation Department provides a wide variety of activities and programs for people of all age groups, including league activities, fitness and aerobic programs, aquatic programs, senior activities, and recreational classes.

The Personnel Department provides a wide range of internal services to various departments. Services provided by the department include: employee recruitment, orientation, training, benefits administration, and contract negotiations. The department also administers centralized copier service, purchasing, cable television, mail service, employee assistance program, group health plans, and a liability insurance program which includes workers’ compensation.

The Planning & Redevelopment is a Division of the Community and Economic Development Department which is responsible for administering programs, projects and activities which enhance Rock Island as a place to live and work. The department focuses on preserving the city’s older neighborhoods, regulating land uses for orderly growth and development, increasing economic activity, ensuring that buildings are safe for occupancy and use and fostering new residential, commercial and industrial growth.

The Rock Island Police Department is committed to enhancing the quality of life in the community by working with the citizens to enforce laws, solve problems, build partnerships, and protect individual rights.

The Public Works Department is responsible for the cost-effective operation, maintenance, and construction of the public infrastructure of Rock Island and the provision of basic municipal services such as refuse and yard-waste collection, snow removal, and the week control program.

The City of Rock Island is a council-manager form of local government. The City of Rock Island adopted the Council-Manager form of government in 1952 as a means to bring a professional, less political approach to local government. The City Manager is responsible to implement council policy and provide a high level of service to citizens consistently.
